A graduate of Department for History at Moscow State Pedagogical Institute named after V.I.Lenin, Qualification: A teacher of history and social science.
In 1992 he was appointed to the position of Minister Deputy for labor and employment of the Russian Federation, he was the member of collegiate body of RF Ministry for social security.
In 1993 he was appointed to be the Chairman of RF Committee for tourism. After this Committee was amalgamated with RF Committee for physical culture and sports, being in the position of Deputy Chairman in a newly established Committee, he was in charge of tourism and hotel industry development.
In August 1999, after the State Committee for physical culture, sports and tourism was transformed into the RF Ministry for physical culture, sports and tourism, he performed the duties of deputy minister up to October 1999.
On the 1st December 2010, Moscow Mayor Sergei Semenovich Sobianin appointed Shpil’ko S.P. to the position of Chairman of the Moscow Committee for tourism and hotel industry.
At present: The President of Russian Tourism Industry Union, a Member of Presidiumof All-Russia Organization “Opora Biznesa” for small and medium-size businesses and the Chairman of Commission for tourism and hospitality industry under the Russian Union of Industrialists and Entrepreneurs (RSPP).
